Only the remaining 20 per cent is deposited into recipients' bank accounts, ensuring the bulk of the funds are spent on essentials like groceries.

During its trial between 2019 and 2021 in the Bundaberg and Hervey Bay region, the card reportedly blocked over $400,000 from spending on prohibited items.

Proponents of the card argue that it helps to reduce substance abuse and associated social issues within vulnerable communities.


However, the card has been a subject of intense debate. Critics, including the current Labor government, argue that it infringes on personal autonomy and has failed to achieve its goals.

Social Services Minister Amanda Rishworth pointed out that the card's restrictions adversely affected many people's lives.

‘So many people's lives were adversely affected because they couldn't access enough cash...to be able to live their life,’ she claimed.

The Labor government, led by Prime Minister Anthony Albanese, scrapped the welfare card shortly after coming into power in 2022.

The move was supported by findings from the Parliamentary Budget Office, which projected a saving of almost $290 million over four years by discontinuing the card.


Despite the opposition from the government, Peter Dutton is steadfast in his commitment to reintroduce the cashless debit card, particularly in Indigenous communities.

He believed that, with proper consultation, the card can ensure that children receive the support they deserve from their parents.

Dutton has also promised to hold a Royal Commission into sexual abuse in Indigenous communities and to conduct a full audit of spending on Indigenous programs to address inefficiencies.

‘There are communities where safety, housing, health, education and employment are critical issues,’ he said.

‘That's where our efforts must be targeted.’


As the federal election looms, with a date yet to be set but required by 17 May at the latest, Dutton and Albanese are hitting the campaign trail with their respective promises and policy proposals.

80% of a person's Pension is the figure set for this card to be used for food etc & only 20% will be banked. What happens in the event that 80% is too much for an individual or family? I see the balance accumulating. At what stage will the excess be transferred to a personal account, or isn't that an option?
 
Hi I do not smock I do not drink I do not tumble just lotto so what happens with the rest of my pension %20 is no enough to pay rent buy cloths pay my car off so I might loose the car and finish up in the street I am 83 thanks mr Dutton
 
The cards are just going to make more crime, if you’re addicted to anything you will find a way to fund it.
it will not stop at indigenous people it will be rolled out to everyone, Dutton and aLbo can’t be trusted in my opinion.
Dutton is still in police mode, do what i say or it’s jail mentality.
why should someone who has worked all their lives, paid their taxes and no get a pension be told you can’t buy alcohol or cigarettes, why does a person receiving disability support who can’t work and their carers not be able to buy alcohol, or cigarette next it will be no chocolate, no takeaway and the list goes on.
if you have a problem with a family not looking after their children then focus on that family not everyone else.
 
This sort of rubbish talk annoys me no end, Govt is elected to assist people live a life style that is conducive to good health as part of their function. In theory by blocking the use of the card for grog etc it does not stop the banned substances from coming into the communities, these substances are bought into the communities by various means one is the carrier leaves outside the boundary area and the people go and get the products in various ways, the big advantage is that the ban does give opportunity for the family to get food and essential items otherwise they cannot obtain; the tax payer supports to the tune of $40 billion each year giving the recipients many opportunities that others i dont get.
I believe it is the correct time for Albo to stand up and say we are going to have a royal commission into the dispersant of the $40 billion to weed out where the hell it goes

I was in the same boat, my son ended up going to prison for 18 months where he could still get drugs. Then two years after he came out and addicted to prescription and over the counter pain killers he died 😢
 
This is a disgusting and paternalistic measure aimed at Indigenous people. While there is no doubt that welfare payments are spent irresponsibly, it is not the right of the Government to interfere with the personal choices of citizens. There are instances in NSW communities where welfare recipients spend their money on poker machines - but they will not be the target of such a measure.

How about the Government helping these people to be able to use the cards to buy clothing and food for their children, it's every right of the Government to interfere in those cases!

I can’t speak on behalf of anyone else but I manage my pension responsibly and don’t gamble except for a weekly cross lotto, drink rarely and do not engage in frivolous activities.
The bulk of my pension goes on the following items.
Electricity
Gas
Water
Council rates
Household insurance
Content insurance
Home wfi
ESL
Private medical cover
Car rego
Car maintenance
Fuel
Monthly medications
Regular medical checkups
Paying what’s left of my mortgage.

The pension is not actually enough for me so I work one night a week which gives me what I need for food etc

I would certainly join anyone marching in the streets to oppose this card notion and controlling my income.
In fact, zi would be prepared to be arrested and do ‘ gaol time’
Just because I am on a pension, in my case, the aged pension, does not warrant taking control away from me in terms of managing it.
This current approach is merely a precursor of things to come, the ‘thin edge of the wedge’ so to speak
If specific people and families whether black or white or whatever are identified as needing support such as this card, then that’s something that can be considered on a needs basis but the ‘wholesale’ introduction across the board is a disastrous move for many of us I’m sure.
It's got nothing to do with pensioners, we will still get our full pension the way we always have!

Oh I am so sorry. My son is currently in prison again, at 51 years of age you would think he would learn. This has been going on since he was 17.
I've bought him two caravans, when he had nowhere to live, not a smart move, he sold them for drugs. Spent $20,000 for rehabilitation which he never finished and then he tells me I've never done anything for him.
He had a massive heart attack 12 months ago and the Dr told him he had six months to live if he kept using, which he is. What can you do. I only hear from him when he wants something or to abuse me and tell me what a crap mother I've been.
I often wonder how I raised two such different sons, they're like chalk and cheese.
I'm looking forward to my trip to NSW in three weeks to see my younger son and family. He has a large property 20 mins out of Grafton.

As All my bills are paid by direct debit, including all my insurances, car rego, licence, I fear this card system would not leave enough in my bank account to cover all my bills. Also, I deplore cards & prefer to use cash in all my dealings. Cards cost too much in fees & charges, robbing us of what little we save by shopping thriftily

It's got nothing to do with the pension, we are not affected by this card thing!

Always the greatest evil is disguised under a very thin veil of goodness. The thin end of the wedge where you will very soon have no say whatsoever on how you live. Yet more proof that the government does not have the best interests of the people in their thinking.

My son kind of mirrors your son in his behaviour towards me, he would call me up and abuse me, call me all sorts of things then the next time he was all sugar and spice telling me how much he missed and loved me.
This went on for quite a while until one phone call became so abusive he threatened to come to Adelaide, he was in Perth, and kill my partner in front of me. I cut off all ties with him then, I had to, he scared me beyond belief.
We made up in the few months before he passed away which I was grateful for.

You are right about our sons, completely the same scenario. About six months ago I received an SMS from him so vile, calling me for everything under the sun, also sent one to his brother. His younger brother was always there for him. He was always the one at the prison gate when he was released, giving him money, clothes, etc whatever he needed to get back on his feet again , within a few weeks he would shit on him again. His friend rang me a few weeks ago and told me he was in prison and he wanted me to have his dog for 24 months.
I said no, I've had enough, apart from the fact I have two dogs of my own I couldn't believe his cheek after the message he sent me.. A few days later the social worker from the prison rang saying he wanted to have me added to his call list and could I put some money in his prison account. Again I said no. I feel bad about it but I just can't take any more
It is not that long since my husband passed and now my poor daughter has to have another massive operation, which requires her to spend two hours a day for four weeks before the operation and then again another two weeks after in a hyperbaric chamber to oxygenate her blood to hopefully help with the healing. Healing is a big problem after you've had to have radiation. She had a very large dose 16 years ago after her first cancer operation.
She's such a trooper. We live 3 hours from the hospital. six hours travel every day. If we stay in Perth and I get a pet sitter they want $100/day, boarding kennels even dearer and my son thinks I have time to worry about an abusive 51 year old drug addicts self inflicted problems.
Sorry about my rant, things will work out somehow, they always do.
I shall enjoy my two weeks with my son and family and my daughter is looking forward to her carer spending the two weeks with her. She's been her carer for over 20 years, and my daughter tells me every day she loves me and always adds that she loves Bec too. 🤎 Thank God for Bec.
