Taiwan, Niue and the Cook Islands are not considered countries by the UN along with any dependencies which are not self governing. Maybe some of these are in the 196 mentioned in the question.

EDIT: Countries who haven't signed the Paris Agreement - Yemen, Libya, Iran and Eritrea.

Yeah I got that question wrong, l should have associated with Newton's 3rd law of physics in that for every action there is an equal and opposite reaction
