The number 4 is written as IV in Roman numerals. So if you put that between F and E it gives you the word FIVE (maybe😳)

IV is Roman numerals for four, add the F in front and the E at the rear and you get FIVE.

re-reading the riddle, "clue" RHYME" so it would be "cross my heart and hope to die, stick a needle in my eye" and would refer to a promise or an oath (something along that line) which originates from making a "statement" or pledge and believing it as truth
