Tricky riddle this one - I believe that it doesn't relate to actual seconds as time, but how many 2nds per year by month. There is one 2nd of each month, so the answer is 12

An astronomical year can vary slightly. Then there is the 2nd of each month = 12, then there is the 2nd full moon we get most years (blue moon)
