I have no idea what it is but I don't think it is a pot lid holder. The little shelves are too flat to hold a lid.

I've seen them at "kitchen supply" shops for installation inside cupboard doors, to save space in the cupboard, and they are stored neatly and easily locatable.

Another obvious item! So many useful "handy" pieces of equipment fell out of favour w the popularity of fast-food. The young don't do roasts, many cannot cook. They buy-in and eat-out. No wonder they find saving so hard.
