No matter if is is a generic brand or name brand it is common practise to reduce the contents and up the price. look at simple packs of crisps/chips. 250g was the standard now it ranges from 150g to 220g. Smiths even re-introduced a family pack at 370g "Bigger Better Brighter." We are all being ripped off. Time for compulsory stand sizes for easier comparison of quantity & price.

It is obvious that the center tube is smaller. The smaller tube means more on the pallet.

Instead of comparing two rolls, one of which appears to be larger than the other, the only valid comparison is how many tissues are on each roll! As to the second photo of the toilet rolls, the "smaller" one looks to be rolled a lot tighter, making it easier to fit into toilet roll holders.

I buy buy the Costco homebrand toilet paper as works out a lot cheaper in comparison with the Australian brands and is excellent quality.

Of course it the same not if you said it's blue they would say it's black
 
I remember when Quilton first came on the market they gave away free toilet roll holders & we replaced the old holders with the Quilton ones in both toilets. I have recently noticed that the width of the rolls is no longer as wide as the holder by at least 2 to 3 mils whereas it used to fill up the holder.
