Thousands of seniors face long delays for government home care support

Imagine being told you qualify for essential support to help you remain safe and independent at home—only to learn the wait for that help could stretch into years.

For many older Australians, this isn’t a distant worry but a daily reality that shapes how they live right now.


An estimated 87,000 older Australians have been approved for a government-funded home care package, but are still stuck on a waiting list.

These packages are designed to help with everyday essentials—bathing, meals, medication, cleaning, transport—so people can live at home, rather than being forced into residential care or hospital.

But with the current backlog, many are left in limbo, and some may never receive the support they desperately need.

Take Graham Paxton, for example. At 68, he’s been told he qualifies for the highest level of home care support.

But he’s also been told he has just one to two years to live due to a serious health condition.

A year has already passed since his approval, and his wife Kim, 66, is still waiting for the help that would allow her to care for him at home.


'He might get it when he’s not around to get it,' Kim says, voicing a fear that’s all too common among families in their situation.

Graham’s story is far from unique. Advocacy groups and politicians warn that the waitlist could balloon to 100,000 by November.

That means more older Australians living unsafely, being forced into aged care before they’re ready, or ending up in hospital—sometimes with tragic consequences.

The government has promised to release more than 80,000 new home care places nationwide from November, when the new Aged Care Act comes into effect.

But for many, that’s simply not soon enough. Crossbench senators and advocacy groups are pushing for the government to act now, not later, to prevent more people from 'potentially dying waiting for a package'.


As Senator David Pocock puts it, 'It’s a ration system. The only way you get a package is if someone who currently has one dies and frees it up.

I just think it’s an appalling way to deal with older Australians who are trying to age at home with dignity.'

The impact of these delays isn’t just felt by those waiting for care—it ripples out to their families and carers.

Kim, for instance, is juggling full-time work, caring for Graham, and looking after her 92-year-old mother next door.

She’s exhausted, worried, and feels trapped by a system that’s supposed to help.

'I can cook all the food, but I’m not sure if he could actually boil a jug to make a cup of tea,' Kim said.

'I came home one day and one of the elements was on in the oven. He didn’t realise he left it on. I think I’m at the lower end of the scale. I personally don’t think he needs 24-7 care, but he can’t sit at home for eight hours a day when I’m not there.'


Other carers have shared similar stories with a Senate inquiry into the Aged Care Act. Many are at breaking point, forced to cut back on work or quit altogether, and living in constant fear for their loved ones’ safety.

One carer wrote: 'My mum had a stroke last year. She’s had seven falls since last July and rapid memory loss and confusion. My heart breaks each time I leave her to go to work as she looks like a lost child but I need to work. I am super tired, stressed and worried. Mum is declining and I am terrified I will lose her before help comes.'

The current system, critics say, is failing the very people it was designed to help. Older Australians who have worked hard, paid taxes, and contributed to their communities are now being left to 'languish' on waiting lists.

And when home care isn’t available, the only alternative is often a move into residential care—something many want to avoid for as long as possible.

Senator Penny Allman-Payne sums it up: 'If you can’t get access to a home care package in a timely way, then you start getting pushed towards residential aged care because you can’t cope.'

My darling wife of 61 years is suffering from Dementia and has been approved for a level 3 home package but that approval was as the My aged care people just told me was last Feb and still is waiting for the allocation .
i spoke to a representative yesterday and was told it may take a further 6 months before the allocation of funds, i calmly told him the she may be dead before that happens, the original approval was last February and we are still waiting. So much for the promise of help haha.

Just like Covid being introduced to kill off the elderly, the government is doing its utmost to finish the job..
They don’t want the elderly to live. It cost the government too much $$ to support the ageing population!

I tend to agree. The jab was a crime against humanity. It did not stop transmission of the disease and I know many people who were harmed. Too much money is being spent on increasing the public service workforce, the NDIS and not to mention the $100,000,00 being sent off shore to the WHO. The Politicians are just wasting our money. Red tape for people has made life more difficult for those people trying to run their own businesses. These "gifts" to overseas countries to support their wars need to stop now. It is the Australian people's taxation money that should be spent on Australians. We are entitled to a decent health care service. We worked our whole lives to be treated with respect not disdain.
 
I don’t know what the answer is but I think we, the more fit seniors need to stop and think about the funds available and stop whingeing about increasing taxes and ‘revenue raising’. It is definitely a vicious circle - not enough money funded to the right areas and being allocated to areas like sports etc. and then us whingeing about it in one way or another.

Admittedly government coffers are not bottomless pits, but something needs to be done by the government to allocate funds to areas of MOST importance. The elderly have paid taxes all their working lives so should be entitled to some better conditions and help as we age, and perhaps some not having a big pool of cash. So much money was given away to new parents in recent years when they got thousands of dollars each time they had a child - most of us didn’t get anything more than just a few dollars (I got $2 a month for each of my 3 as ‘child endowment’) as did many of you.

It all seems upside down at the moment and must be looked at more closely by government WITH a conscience; AND seniors with decent superannuation savings also need to sit up and think which comes first - spending because they have decent savings, going on big holidays just because they have money in savings or in superannuation and treating their savings like money is no issue OR how that money can be better spent and/or saved by them for the unknown, not knowing how long we’re going to live and where money will come from in the future. Tomorrow is NOT GUARANTEED to anyone and some forethought will go a long way by government and us.

You are way off the mark - CoVid WAS NOT INTRODUCED “to kill off the elderly, the government doing its utmost to finish the job”. Maybe it’s time you were not here either with the attitude you have. Tomorrow is not guaranteed to ANYONE.
 
It’s an absolutely appalling time to wait for a desperately needed aged care package to eventuate…….absolutely appalling. When a lack of hygiene happens, the person can end up being forced into an unnecessary and undignified daily life…..if the person can’t get to the shops to buy food they could end up in a state of apathy……..some people do not have anybody else to help them so I think they might fall by the wayside until someone gets up off their arse and take hold of the reins…….All Australians who are struggling should be helped by our government in good time, and once Australia is back on her feet, then they can do something else……

By the way, there are many, many NDIS service providers who rip off the government (& I am aware of a few).

AND Compassion for others, with “gifts” as you call them, goes a long way and obviously you don’t have even a pinch of compassion in your system. So I guess, if you have some money saved you will be “gifting” that to your family then - isn’t that some form of compassion? I really hope you (or grandchildren, if you have any) are never in a situation like those poor starving children and parents in Gaza and Palestine who have to live through the conditions of war, bombings at anytime day or night, homes ruined, living outside in horrid conditions with just a ragged tent for protection. Sadly and frustratingly, it's been going on for years and the wait gets longer every year. I wish I could suggest something other than waiting, because I had the same problem having to wait 18 months and only started getting help 3 months ago..TG!
It is really disgraceful, because the early days are the most difficult and therefore most critical for receiving help.... :mad:

Yes it doesn't matter that we worked our backsides off for 55 odd years paying taxes, raising large families so for them to carry on supporting the country. Unlike this day & age. The government is allowing so many immigrants in, maybe some good but many bad. No jobs, no housing, WHY. Then they want pensioners to go back to work. WHY. Get the lazy bs on the dole to get off their backsides & work to support their country. The reason for so many immigrants is that it is known OS everywhere that Australia is a free country so they will keep coming if the government lets them in. Pauline Hanson has the right idea but Gov not listening.

So how come President Trump, in a news conference a few weeks ago, said that children are starving in Gaza and it’s very, very bad over there! Very few among us support Hamas, after all they’re terrorists, but not all Palestinians are members, and a lot of us would just like to see hostages released, and fighting to end.
