My dog is a complete nosey parker and will sit on my bed to look out onto the garden and street at the front of my bedroom. He adores the postman because our postie always comes armed with a little treat (smart postie) and my dog loves him. He will bark at a cat but only to let me know that a cat is approaching. It only takes me a moment to acknowledge his warning for him to stop barking and will then jump down off the bed to come and find me for a pat. My dog is not particularly well trained but he is very people-oriented and responds to my emotions with ease. I say to the neighbour spend a bit more time with your dog so that he understands just what is expected of him. It does not take long and is not difficult to do.
 
I have long believed that there is no such animal as a badly trained pet, only badly disciplined owners, dog barks, simples, stop(train) it.
 
One neighbour once phoned me indignantly demanding to know where my cat was. Answer: on my knee.

Years later another neighbour posted photos of what they called a nuisance cat. There were two different cats - she couldn't tell - and neither of them were mine.

I would suggest a more polite approach.

Just tell them that the 'nuisance' cat looks like two different cats because it is possessed by the spirits of two different evil witches.

Then suggest that they should be very careful not to annoy it, because one of the witches spirits might choose to possess them instead.

They sound like the type that would believe you.
