I would suggest the police were called due to inexperienced and / or incompetent staff. Staff should have known how to distract and redirect and it does not appear this was done.

Not quite. When staff or patients are faced with probable harm (including to themselves) specifically a weapon, they are required to call security or police!
This is a standard mandatory health and safety rule in any public establishment.
