Bell was born on 24 December 1946 and grew up in Frankton, New Zealand. After early employment on the railroads, and as a truck driver, he applied to join the police force in 1967, following his grandfather and a number of cousins into the profession.
That Christmas Eve baby would spend the next 33 years dedicating his life to law enforcement, serving as a police officer across the North Island of New Zealand for 33 years, retiring in 2001. During his time in the force, Bell rose to Detective Inspector in charge of criminal investigations in the Bay of Plenty.
