However, the rules are much stricter for Learner, P1, and P2 drivers, who are not permitted to use a mobile phone at all when driving, including for navigation.

It'a a bit dodgy. Especially since 95% of Uber drivers can't drive properly. We have had them cut us off multiple times. Twice was while we were dropping someone off at Brisbane airport. One was beside us and then cut in front of us to park, that was at the Qantas drop off zone and it happened again in the Virgin drop off zone all within a few minutes.
 
Had this in Thailand. But our driver only had 2 phones, one was so he could watch music videos while driving, the other one he used continuously organising his next job/fare. All the while sitting on 120 km/hr on the freeway. Also offered us beer or weed.

I have my phone on bluetooth, but put the mobile behind the seat in my handbag. I cannot see myself concentrating on any more than the vehicle controls in front of me. Any more is reckless.
If this joker needs it for his job, so many phones just means that he is super competitive. Ding bat.
 
going by the picture , he can be fined, as the field of vision has decreased, i.e. it is blocking the view of the road. extremely dangerous. i would have booked him for that, can not now, retired
 
Yes experienced this. Definitely scary as he was replying to rideshare jobs, gps, and messaging. I was gobsmackef that this could be legal
