We should go back to the League of Nations model. Having the UN Security Council and the power of any of the five permanent members to veto resolutions makes a mockery of the whole system. The five (France, UK, USA, Russia and China) never agree and will block important motions, unless it is in their best financial interests.

Where I was serving overseas in 1994, I remember being told that after two years of debate on the General Assembly floor and several votes in the Security Council, that the Council had 'DECIDED NOT TO DECIDE' whether smoking should be banned in the General Assembly. Wow! Way to go UN. You even f*cked that up.

The UN people put us in more danger than the enemy with their rules and procrastination. In the former Yugoslavia, my request for sandbags to protect my men from shrapnel and being shot was denied based on the cost of transport. Meanwhile the head of the UN in the country spent over US$100k to have his office refurbished. Yasushi Akashi valued his comfort more than the protection of my men. Arsehole.
