Re question 2; if Panama has a coast on both the Pacific and Atlantic, then so do Mexico, Guatemala, Honduras, Nicaragua, Costa Rica and Colombia. Technically, none of them do. The Caribbean Sea gets in the way. Canada, USA and, arguably, Chile are the only contenders.

Yes it does. The Baltic and Black Seas are considered "arms" of the Atlantic Ocean, according to most cartographers and geographers. Same as the Caribbean Sea is an "arm" of the West Atlantic Ocean.
