The three people are grandmother, mother and granddaughter. Three of them divide $21 so each gets $7.

Grandmother, mother and daughter, and they have $7 each to spend.
 
The older lady has a daughter and the daughter has a daughter as well .
So there are 2 mothers and because the the younger mother is a daughter as well.
3 girls have each $7 .-
