Thanks for another interesting riddle! My answer to it: it's a sunflower. Green arrows are its leaves, which can be green, the sunflower's bud changes from yellow to white, and its seeds can be spread by the wind.

I think the answer to your riddle is a sunflower. The green arrows are probably its leaves that grow on the sides. The transition from yellow to white may refer to the ripening of sunflower seeds, which begin to turn yellow and then turn white when they are ready to be harvested. And the “babies” that fly in the wind are probably the seeds that are carried by the wind after the sunflower has finished blooming.
