No-one. They are his own footprints between the parallel lines created by the sled he was towing.
A wheelchair would be almost impossible to maneuver in snow.
If he was hit by a snowmobile, his footprints would only be between the parallel lines at point of impact.
Same for any other vehicle.

Snow sled ... skiier ... quad bike rider ... someone in a wheelchair (although that person would have to be travelling very straight!) ...
... no one - he was walking along a snow-covered railway track and a train hit him ... he was travelling behind a motorised dog sled and fell, hitting his head and dying of hypothermia.
