Popular shopping site faces EU blowback over alleged illegal and unsafe product sales

You're in good company if you've snagged a deal or two from a popular online marketplace lately.

The ultra-low prices and massive product range have made it a go-to for shoppers chasing a bargain.

But behind the tempting offers, officials are beginning to raise serious questions. Concerns are growing that these savings might be hiding risks consumers haven’t considered.

Temu, a Chinese-founded online shopping giant, has found itself in the crosshairs of EU regulators.

The accusations are selling products that are 'high risk for consumers' and failing to properly assess and manage the dangers of illegal or non-compliant goods on its platform.

The European Commission, the EU’s executive arm, recently released a preliminary finding that paints a worrying picture.

According to their investigation, there’s a 'high risk for consumers in the EU to encounter illegal products on the platform.'

This isn’t just speculation—mystery shoppers found it was 'very likely' to stumble upon non-compliant items, including baby toys and small electronics, both of which can pose serious safety risks if they don’t meet strict standards.

Temu only entered the European market in 2023, but it’s already become wildly popular, boasting nearly 94 million monthly active users across the 27 EU countries.

With that kind of reach, even a small percentage of unsafe products could affect millions of people.

The EU’s concerns go beyond just a few dodgy products. Regulators say Temu’s own risk assessment, submitted in October 2024, was 'inaccurate and relying on general industry information rather than on specific details about its own marketplace.'

In other words, Temu may not be taking its responsibilities seriously enough when it comes to protecting shoppers.

This investigation is part of a much larger effort by the EU to rein in the power of global tech giants.

The Digital Services Act (DSA), which came into force recently, is designed to force the world’s largest online platforms to do more to protect consumers and police illegal content.

If Temu is found to be in breach of the DSA, the consequences could be severe.

The EU can impose fines of up to 6% of a company’s total worldwide annual turnover—a potentially massive penalty for a company of Temu’s size.

They can also force Temu to make sweeping changes to how it operates.

And Temu isn’t alone. Other online giants, including AliExpress, Facebook, Instagram, X (formerly Twitter), and TikTok, are also under investigation for similar issues.

The EU is making it clear: if you want to do business in Europe, you need to play by the rules.

While this investigation is happening in Europe, it raises important questions for Australian shoppers.

Temu has become increasingly popular here too, with many Aussies snapping up bargains on everything from homewares to electronics.

But if the platform is struggling to keep dangerous or illegal products off its virtual shelves in Europe, could the same be happening here?

Australia has its own consumer protection laws, but enforcement can be tricky when dealing with overseas-based online retailers.

The Australian Competition and Consumer Commission (ACCC) has previously warned about the risks of buying from international platforms, especially when it comes to product safety and returns.

The EU’s concerns don’t stop at Temu. Last year, a staggering 4.6 billion packages entered the EU—more than 145 every second—with 91 per cent coming from China.

The sheer volume of these cheap imports makes it difficult for regulators to keep up, and the EU is now considering a two-euro flat fee per parcel to help manage the flood.

This is a global issue, and Australia is not immune. Our own postal system has seen a surge in small, inexpensive parcels from overseas retailers, raising questions about product safety, environmental impact, and the future of local businesses.
Key Takeaways

  • The European Union has accused Temu of not adequately protecting consumers, finding that shoppers in the EU are at 'high risk' of encountering illegal and non-compliant products on the platform, including items like baby toys and electronics.
  • Temu is under investigation for alleged breaches of the Digital Services Act (DSA), which demands that large tech companies actively safeguard European users and better moderate products and content online.
  • If found in breach of the DSA, Temu could face hefty penalties, with fines reaching up to six per cent of its yearly global turnover, and could be required to make sweeping changes to address violations.
  • The EU is also probing other online giants under the DSA and is working to address the surge of cheap international parcels, the majority from China, proposing a blanket two-euro fee per package to stem the issue.
Have you shopped on Temu or similar sites? Have you ever received a product that didn’t meet your expectations—or worse, seemed unsafe? Do you think Australia should follow the EU’s lead in cracking down on online marketplaces? We’d love to hear your thoughts and experiences in the comments below.

Yes, I have shopped on TEMU and no have never had any problems with doggy items. In fact have researched some of the products that they sell via their site and have found the same items being sold in Australian shops and twice, sometimes 3 times the price of Temu. Russel Hobbs products are often found on Temu of course do not have their band name on them until they reach the business outlet. Same with shoes and clothing. Shoppers are becoming more savvy regarding the origins of the brands that have hiked up their prices.

I shop on Temu all the time. I have never had a problem with any item. In fact I would highly recommend them.
Obviously do your own due diligence.
They are agents. Not manufacturers.
You can often see the same garment at two or three different prices. I place things in the cart but don't check them out straight away.
Two days ago one of the items in my cart dropped by 69% the next day. Of course there is method in their madness as this took me under my minimum spend so I had to purchase something else as well.
As I buy my make up,nail polishes, moisturiser, shampoo. etc from them also it wasn't a problem and I got my already incredibly cheap dress for even less
.
I have bought all my homes soft furnishings. kitchen items, ornaments
Garden edging garden ornaments water
Feature, a cat run. A garden shed, etc etc
I'm positive I must be Temu's best customer.

Totally agree with your comments. Like you I have also done my research. On many occasions I have seen women's clothing in high end boutiques which is identical to clothing on Temu sites, but at an obscenely high price. People are certainly becoming more aware of the fact that clothing from high end retailers is also made in China - you just have to turn the "Designed in Australia" label over to see "Made in China" on the other side of that label. My friends and I also purchase from Temu and have very few complaints about the quality of their products for the small price you pay.

It seems to me that Temu is being unfairly targeted regarding various issues. I think Temu is posing such a threat to the major retailers they are making it a scapegoat. The general public is far more "savvy" now about purchasing goods and look for the best price they can for their items, and it is the case quite often that Temu has the best price available. It is, of course, common sense to do your due diligence when buying any product, be it from Temu, Myers, Target, KMart, or wherever. It is also useful to check reviews on items before purchasing. I find it amusing that some people are really hung up on buying "designer" brands that they don't actually read the labels on the clothing. "Designed in Australia" usually means it says "Made in China" on the other side of the label. I have also seen clothing in boutiques identical to that which I have purchased from Temu, but at sometimes ten times what I paid on that site. So I guess it really is a case of "caveat emptor".

I've never bought from Temu as I was "stung" a few years ago with buying 2 pair sandals - they looked like they were made by a 2 year old in a Chinese backyard, but cost me $59.00Au each. They were only wrapped in brown paper with a sticker on the back with a Chinese address also an address from an upmarket shoe store not far from me. So, I took the sandals to the shoe store just to ask "if" they were from them but highly presuming they weren't. I asked the store manager if she'd like to take a photo of the sandals as well as the addresses on the back of the parcel to send to HO as the stores HO is in Brisbane.
I'm now finding the Woolworths stores aren't quite the store as they used to be with their fashions, but Kmart have upgraded their fashions for my age group which I'm happy about as I felt I'd be going around naked since NoniB and Millers have closed the doors on "my wardrobe".

I recon you have competition for being TEMU’s best customer lol. If I want anything I always check there first. I’m finding that with them being agents I’m getting some things delivered very quickly and the quality is amazing. The things that are coming directly, I might have to pay for delivery but it’s never been over $2.99 and I don’t have to wait till I reach the free delivery limit which is on regular TEMU deliveries. I like that if there is something I’m not happy with I get an immediate refund without question or having to return the item. People comment that it is cheap rubbish but some items are on sale in KMart so people don’t seem to worry about shopping there. I have even got on board with skin care products. I was a little wary at first but even with my troublesome skin, so far so good

too bad, you made the choice for your purchases. I for one have had the odd hiccup but they will refund and free return. stop moaning about your choices.

I agree . I have had no problems with the quality of anything I've bought from Temu.
Some people buy the cheapest things and then complain about the quality. They wouldn't have the massive turnover they have if everything was rubbish.

I've only tried a couple of things from Temu, principally tools. If you want a tool to use once & chuck away they are fine, want it to last a few tries forget it.. mostly crap. I lament the demise of Aussie manufacturers, I have Ringrip spanners over 50 years old still in good nick. sigh

Same with Sidchrome, Gedore, Britool and Kincrome. Good quality stuff.

I would imagine that Chinese Temu crap would be made of Muntz metal. A socket would be rounded off after a few uses.
