A Pantheon is a temple dedicated to all gods. Last time I saw a picture of the Pantheon in Rome, it still had a roof and seemed remarkably intact. I am sure crowds roared outside the Pantheon - but I'm not sure if anybody except priests were actually allowed in the inner depths.
The Roman Forum almost certainly had roaring crowds (including some gladiators) from time to time, but it was an open area between many buildings. Or so I understand.
