Is there a social worker at the nearest hospital which you could go and see or ring her up and discuss your mother’s situation. She or he may be able to help you out
 
If there are issues between you and your brother I would consider Office of the Public advocacy. If there were to rake up guardianship the choice re accommodation would be resolved. This comment is very personally based but if there is no positive connection between you and your mum the need for you to provide support is going to cause increasing conflict and distress.
