As I understand it there is another number you can ring for emergencies from any mobile phone rather than OOO. Can't remember what it is at the moment but it is a three digit number.

Try exercise when you are not having cramps. I was getting cramp in my knees but then obtained an exercise bike and if used regularly the cramps do not happen at all.
