That is because the motorbike did not stop behind the tram as the law requires. If it did you would be able to see the tram.

It didn't stop behind the tram but kept coming so that the passengers boarding and alighting did not have a clear path. The law clearly states all vehicles must stop behind the tram and cannot continue until the tram has its signals lowered and/or has moved off.
