    the surcharge should be paid by the vendor because the charge is a huge benefit FOR the vendor it enables customers to spend regardless as to affordability, it saves the retailer heaps in handling ,recording, riskless banking, accounting, safety for staff ,low risk of robbery/ cheaper...
