Did Labor just block 20,000 aged care packages to save money? Sam Rae breaks his silence

Aged care reforms were once again under the spotlight after Minister Sam Rae declined to say whether budget worries had stalled the rollout of thousands of much-needed home care packages.

The refusal sparked further scrutiny over how long older Australians must wait for support at home.

Tension grew as evidence suggested the government initially voted against releasing the packages before eventually bowing to opposition pressure.


The Aged Care Minister was pressed on the matter during an appearance, but he would not confirm if financial considerations played a role.

Instead, Mr Rae insisted the debate had centred on achieving bipartisan support.

‘Our process this week and our principle throughout this entire reform process has been to seek bipartisan agreement at every single opportunity,’ he said.

‘At that point, we had not yet reached bipartisan agreement about the rollout. We did shortly thereafter.’

‘In the moment that we did reach bipartisan agreement, Minister Butler and I stood up… we explained to the media and to the Australian public what the rollout process would look like.’

The government had initially opposed the additional 20,000 packages but later changed course, following pressure from the opposition.

This came against a backdrop of widespread concern about the lengthy waiting list for home care among older Australians.


According to documents provided to the senate by Mr Rae, 108,924 people had been assessed as needing home care packages.

He admitted the figure was very high, but noted it remained unverified.

‘I don't want to see people sitting on the national priority system without aged care services,’ he said.

‘Now, whether the number is the last verified number… or the number that's been produced in the senate this week, the point is that the number's too high.’


Earlier this year, the government announced 83,000 new packages under the Support at Home program, scheduled to begin on 1 November.

Requests to bring forward part of the rollout were blocked, with Mr Rae attributing this to the legislative framework tied to the delayed Aged Care Act.

‘There has been no delay of packages. There has been a deferral of the Aged Care Act. And with the Aged Care Act brings the legislative framework for support at home,’ he said.

He described the four-month deferral as necessary to give providers time to prepare for growth.

However, a parliamentary inquiry later heard evidence suggesting providers already had capacity to deliver more.


The debate over whether budget pressures delayed the release of home care packages has been unfolding alongside fresh developments in government policy.

In fact, the government recently shifted its stance after initially blocking calls to release additional support earlier.

That reversal marked a significant backdown, highlighting just how contested the rollout of care reforms has become.

“It’s time” the Treasurer conducted an audit of the public purse and IF there is a shortcoming , prioritised the spending habits he is “regulating”! ONE small Eg: Billions spent on bike trails for the privileged few which cost their local communities millions to maintain. Collaboration at local, state and federal
Level around ALL aspects of community health would see Elders & Families alike benefit. A collaborative, collegiate, bipartisan business approach, as opposed to the vote gaining approach to the public purse as it affects community welfare, would be the stuff of true leadership.???!?!?
 
It is painfully clear that Labor are not understanding the need that is in every community they govern.

We can't even get the first 20k packages out when there is a stated over 108k people on a wait list! What they have planned is not going to fix the problem. They are so severely behind in the requirements of the elderly and yet they still can't get it even started! This is like a drop in the ocean and every day, that list of people needing care will be getting longer, with no plans of how to fix this problem in place.

This is quite a shameful circumstance that any caring Government should be alleviating as a top priority. And yet all we see are delays......we are still the forgotten generation
 
As a senior whos been assessed and receiving a home care package, I dont receive anything for home repairs. Which is a component of a package.

Like many, I dont want to draw on the public purse by going into care in a facility. Its more costly and, deprives me of my psychological stability of being in my own home...my familiar space.

So, just because one has been assessed and has a package...does'nt mean its being funded...OR that you get a benefit. I agree with many others commenting.
Governmant is waaay too detached from the real world. If some public servants in Canberra got out and lived for a while with poor seniors...they'd learn pretty smartly..
One might have reasonably thought that a Labor government would be more 'in touch'.
 
Pack of tight arse money wasting arseholes this government is, they have wasted all the money and are struggling now to find some to fund this. They don't need no partisan support, what a crock of shit.
 
There are >108,000 people waiting on home care packages
The Government has apparently delayed providing perhaps 83,000 packages towards this wait list.
The shortfall is >25,000 when/if these extra packages are available.
We're past our Best Before date, so who cares about us? Soon more of us will be on our Use By date, so of even less interest.
Give you a lot of faith in the promised extra care for the elderly, doesn't it?
 
I will say it again until the gov cuts immigration this and every other problem seniors and others have will just get worse.
Stop immigration until this country can look after the people here now !
I’m not waiting on a care package I don’t qualify but if this is how the gov treat those who need it most I pray I’ll never need it.
Gov is sending the country to the wall there are so many more things most people need other than helping other countries, Olympic Games, Sports arenas ! Wake up Albo and co for gods sake !
 
Has this government any idea of what it is doing. It is affecting vulnerable older people, some of whom will die waiting for this help. And there are more baby boomers coming into the system so the number is probably even higher. Can both sides of parliament sit down and talk and help the older people of this country who made it was it is and not let them suffer by the wayside. I seriously doubt the number of packages that come out in November will be anywhere near what is needed. Sorry, it is a problelm for both sides of government.:mad:
 
About time I waiting for nearly two years for package 4 I live on my own and getting good providers has been nothing but stress I am on my 4th and at last getting help I need. All I ever got was I don't have the money to even get cleaners or helpers my son had to take me to appointments and he also cleaned the house as the provider was not paying the workers claiming they had, and collecting the money. First lot went back to India for Christmas leaving not only my son but others unpaid hundreds, the second was just as bad the 3rd treated me like a child had one person controlling the whole area and I learnt she was temporary as the other one left she couldn't care less. Each time we change they hold back our funds for 72 days Government Rules so it is back to very little help, we are treated like second hand citizens by the Providers the workers on the other hand have been fantastic they are under paid and over worked the providers take part of what they earn out as well as what we pay each month, yet they don't do any extra work for it, the workers are not allowed to talk to us or give us their phone number or get ours I know in some cases they shouldn't but they couldn't let me know if they couldn't come and I couldn't cancel we had to go through Providers who never answered the phone if they did never passed on the message. I talk to the workers and the things I have heard on how the elderly are being treated is disgusting it upsets them but what can they do I have had my Hairdresser tell me how bad it is even Nurses but what can they do. We should be able to name the Providers and they should be banned Government seem to forget it was our families who came out to this country to make it what it is and for our young men and women to die fighting for it then continue to make the country what it was. The Farmers were given land that was rubbish when they returned and worked hard to make it what it is handing it down generations who also work hard to keep our country going and welcomed others from all countries to come and live in peace. We don't have that now just Humans with no Souls running our country breaking it apart and as for us Pensioners are nothing in their eyes they don't have to worry about getting old as they get every thing they want and more by RIPPING US HONEST AUSTRALIANS FROM ALL ROUND THE WORLD OFF.
But as the saying goes WHAT GOES ROUND COMES AROUND and they will have to meet their maker one day.
 
Worked till was 68 paid large percentage of wages in taxes was happy with life. Got Aged pension after 8 months effort n wait - was told you will have trouble surviving on pension money after earning good wages lost maybe 35% to income tax. Then March this year was 79 had accident 6 weeks in hospital still with lot of body problems. Tried to apply for Aged Care whilst in hospital can't do that. First day out of hospital applied turned 80 got lot of body problems as in walking pain etc and expenses that would be covered by Aged care but have to pay from own purse. Told should have applied for Aged Care before the accident - great advice. But have to keep living and try to fathom out my fellow Australians who voted Labour who have always been a good opposition but a gravy train in power. Live WA and the health system here - what health system ??
 
Minister Rae needs to be stood down. He has no idea about managing such a sensitive portfolio, but instead resorts to lies instead.
I ask the minister this:
"Would you treat your grandparents like this?"
 
They keep forgetting that one day they, and their families, will be old too... GOOD LUCK!!!

I`m so disappointed with the current Government`s approach to aged care. It has bipartisan support so that should tell you a lot about this decison. The idea is to intimidate people into having their own means to support their old age. The other issue is that we are not longer working and paying taxes so we don`t count. The only problem is that there are a lot of older people who were unable to acummulate the wealth required ot take care of their senior years. i.e what about the older female seniors who are homeless or relying on the system to support them. A lot were unable to save because they were stay at home or they just didn`t have the resources to look after themselves, the same as people with mental health issues or disabilities. It is disgraceful and an insult to Australian citizens who have done the best they can to provide for themselves and now they need some assitance. We still do live in the Lucky Country so how about sharing some of the wealth with those who most need it right now.

Politicians dont have to worry about getting old - they have changed the law to ensure that they get special benefits when they leave parliament. And that applies to both sides of politics.

You should report all this to your local member _ that is what they are there for

It seems the only aged care assistance being allocated is to people that can be forced on to the co-payment packages...
 
I get there are budget issues with how money is spent - its not the governments money but taxpayers. But ... who sets priorities? Personally I'd do far more on aged care and needed Australian supporrt but... there is a lot of pressure to support overseas issues too. My view is spend money at home in Oz - thats what we taxpayers should expect! How is it logical to support a variety of overseas issues (and dont get me started on arts etc where no one wants to pay to see the rubbish many dish up) rather than Australia's needy?
