North Burnett Regional Council hands down Queenland's biggest rate increase

A Queensland council has blamed spiralling costs and stagnant growth for a record rate increase.

The financially struggling North Burnett Regional Council raised general rates by 25 per cent in its $69-million, 2025-26 budget delivered on Monday morning, surpassing Townsville City Council's recent 20 per cent increase for some owner-occupiers.

All separate charges, such as sewerage, water and waste, as well as and levies for local disasters, natural resource and landfill management have increased by 19 per cent.


Mayor Les Hotz said the increase – which would amount to more than $800 per year for residential ratepayers – was necessary to pay for council's utilities and services without relying on additional government grants.

He said the added revenue from the increased rates and fees would shave about $2.6m off the council's deficit and bring it down to about $8m at the end of this financial year.

"We're just trying to meet the costs without having to reach out and ask our state and federal government to assist," he said.

"I'm sympathetic toward the the ratepayer that is struggling, the pensioner and those that do not have work.

"It's going to be a big hit."

Pensioner Colin Boot was in the public gallery for the budget meeting at Gayndah Community Hall.

The 81-year-old Gayndah resident said he would have to cut down on other expenses.

"I just can't see where we're going to get that extra money … the only thing I can see is [cancelling] insurance," Mr Boot said.

"Ten per cent — we would have coped with it somehow, but 25 per cent?"

Resident and former councillor Dael Giddens said families would likely cut back on after-school activities.

"You might have had the kids playing cricket and soccer and doing swimming," she said.

"They may only get to choose one, so unfortunately that will have an effect on our children."

Nationwide problem

The North Burnett region is one of the largest in the state, covering almost 20,000 square kilometres and a total of more than 4,800km of sealed and unsealed roads owned by the council and the state government.

Chief executive Craig Matheson said council's approach to the budget was guided by previous community consultation that "unequivocally showed" that residents wanted existing services retained.

"It was a challenge, but we knew without a doubt what the community wanted," he said.

Mr Matheson said costs had increased by 10 per cent in recent years but the ratepayer base of 6,323 properties had only grown by one per cent in the last decade.

First-term councillor Trina Vaughn voted against the budget because of the added burden it would place on ratepayers already struggling with the cost of living.


"I've spoken with people who are going without medication because they just can't make ends meet," she said.

"It's definitely a problem that has been imposed on us by the current climate and it's not just a North Burnett Regional Council problem — it is Australia-wide."

Deputy Mayor Melinda Jones voted against the budget but was in favour of raising fees and charges.

"We've weathered fires and floods and now we need to weather something else — the cost of catching up," she said.

"Kicking the can down the road will just hand the problem to our children."

The budget's long-term forecast indicates that the council's cash reserves will dwindle to less than one month's operating expenditure before rising above the target of four months by 2032-33.

Local Government Association of Queensland (LGAQ) chief executive Alison Smith said the rate increase showed councils had "reached a tipping point" beyond which they could no longer pay for community services.

How much of that increase goes towards all the latest council pay increases to line their pockets. Maybe they could have opted for a freeze on their wages for 12 months and have a more reasonable rate increase to help this region survive these tough times. It is such an agriculturally diverse region, incredible national parks, mountains and abundant wildlife. .. a gem for QLD. The residents have suffered enough over the past couple of years and are resilient, but this increase is a punch in the guts for them.
 
Clearly the council has no regard for the residence who are struggling to make ends meet, and having to go without medication because the money is just not there. And why is the council reluctant to ask the state and federal government for assistance. If other councils can request necessary government assistance, what is going on here that this council is showing hesitation to make that request. Could it be that this council fears being audited, fears transparancy in its administrative work, because once they put in a request to the state and federal government for funds, it just makes sense that their financial books and methods of spending will be thoroughly analysed. So who better to ask for such an extraordinary sum, yes the local rates payers who are oblivious to exactly where all this money will be spent on. A 10 percent rates raise would somehow be managed, but a 25 percent raise in rates, is going to cause a great deal of financial hardships for many residence. Perhaps the Minister who has authority over councils should appoint an independent person to investigate exactly how and where, is this 25 percent raise in rates money going to be spent. Dear member Clancieblue, thankyou or your post. I totally agree with you. Our local council got in so much trouble and all had to be sacked. It was found out that each member of the council were given golden pens and a bottle of champaign, as well as many other expensive items, as gifts, for doing their hard work. Yes, I have heard many stories of the same nature from people who actually work/worked for councils.
As far as I am concerned people get paid wages and should behave appropriately.

Mayor Les Hotz gets $119383 a year for what? Chief Executive Craig Matheson would be on a much bigger wage as he received $200000 to $300000 in the same position for the Sunshine Coast Council in 2021.

Read about Nedlands Council yesterday, why was the mayor paid so much? Must be so hard getting around with that weird chain thing around their necks. Made me wonder how much the mayor of Perth council earns, and the CEO. Maybe we need a career change Veggiepatch! 😅

Lord Mayoral allowance - $144,900 per annum.

Lord Mayoral meeting attendance fee - $51,412 per annum.

A total of $196312 according to the City Of Perth website.

 
One may ask how many people are they paying at that council, if it's anything like ours they could probably trim 500/600 off their staff and still have plenty to do the work,it doesn't take hundreds to push a piece of paper around the office. A time and motion study could help.
For the financial year 2024, the North Burnett Regional Council spent $16,566,935 on employee salaries and benefits.

There were 186 total full time equivalent employees in 2024.

 
When I lived in the southern highlands, NSW the Wingecarribee council got a special rate variation which then meant after 4 years, it amounted to a 48% increase! Think yourselves lucky it is only 25%! Yes, that is a huge cost to ratepayers and I feel for them. WSC have got another special rate variation, not too sure how much as I dont .ive there anymore.
Shoalhaven council were given a SRV of 8% andpeople are complaining here...I just say could have been higher just be thankful it isnt..

I think there is a big difference between what they "earn" and what they are paid!🤔

Can a government department that has precedent over the council, go into the councils office, to see what it is that they are doing, that makes them feel that they are entitled to such a big weekly wage. If all that they are doing is walking around the office waiting for their council paid uba eats, or twirling and swinging around in their office chairs day dreaming, or sharpening their pencils all day out of boredom and frustration, or watching the phone ring but not picking up, or checking who hasn't paid their rates on time sending them a last and final warning to send the Sheriff in, if they don't pay their rates ASAP, or looking online for TEMU products, or just plain simply having a well deserved nap for turning up to the office for the day, then it would appear that it is time for that staff to be shown the exit door, and be replaced with responsible and honest council staff, who will do what they are paid for and who will wisely use the available funds in the councils budget, so that there would not be any need to raise the rates payments.
