Toilet tank won't refill after flushing

I am having issues with my toilet tank. It won't fill back up after I flush. When I want to flush, I have to turn the valve connected to the toilet counterclockwise in order to fill the tank back up to the water line. When I reach the line, I stop the water by turning the valve counterclockwise. Then I can flush.
What is causing the toilet tank not to refill and how do I fix it?
 
If it shut off at one time, but doesn't any longer, then adjusting the "float" will not work. But to adjust the level, you probably have to push the top unit down, twist the shaft, the push or pull the unit to the water level you want, then twist it back and pull up.
