State expands much-needed housing development for seniors

As the golden years approach, finding a comfortable and supportive community becomes a priority for many seniors.

Recognising this need, Uniting NSW.ACT is taking a significant step forward to address the housing shortage for seniors in the Shellharbour region on the NSW South Coast.

With a planned development at Wattle Road in the Shellharbour City Centre, Uniting is crafting a vibrant seniors’ community designed to meet the unique needs of its ageing population.



The Shellharbour region is facing a demographic shift. By 2031, the population aged 65 and over is expected to exceed 19,100.

Uniting's initiative is a timely response to this projected rise, offering a blueprint for a contemporary living environment that balances independence with community spirit.

The development, set to unfold in four stages, will initially introduce 152 retirement and independent living apartments, complete with community facilities and beautifully landscaped communal spaces.

Simon Furness, Uniting’s Director of Property and Housing, emphasised the organisation's long-standing commitment to the Illawarra area.

‘We’ve been providing quality aged care services in the Illawarra area for over 50 years, and we’re committed to investing in Shellharbour’s long-term future,’ Furness said.

‘Our vision is to create a modern village that fosters social connection while respecting residents’ privacy—a welcoming community for Shellharbour’s seniors.’



The first stage of the Wattle Road project will feature a mix of one-, two-, and three-bedroom apartments across four buildings, designed with contemporary living spaces that prioritise comfort and convenience.

The development plan includes:
  • Affordable housing options, allocating 10 per cent of the apartments for seniors on lower incomes, ensuring inclusivity and support for those who need it most.
  • Outdoor communal spaces, including two central courtyards and rooftop terraces, designed to encourage social engagement and foster a community atmosphere.
  • Proximity to essential amenities, conveniently located near shopping centres and medical facilities, providing residents with easy access to their daily needs.
  • Basement parking with space for 149 vehicles, featuring separate access for residents and service vehicles to ensure ease of movement and safety.
  • Additional facilities, such as a clubroom, administrative offices, and improved pedestrian access, all contribute to a well-rounded living experience.
Moreover, the development will integrate Assisted Living Services, enabling residents to receive personalised care within the comfort of their own homes.



Uniting has submitted two applications to Shellharbour City Council to refine and update the original 2014 approved plans, with proposed modifications focusing on current planning standards and market needs.

These include improved apartment cross-ventilation and solar access, increased building separation for enhanced privacy, and better pedestrian and vehicle access.

The project was built on the success of previous Shellharbour projects, such as the Uniting Elanora residential aged care facility and the Uniting Lakeview independent living village.

Pending approval, construction of Stage 1 is expected to commence in late 2025 or early 2026, with completion anticipated by Autumn 2028.

Privacy is, of course, a very important consideration for seniors, but these developers always forget one of the most important issues for seniors. We nearly all have dogs as companion pets or full-on assistance dogs. Where are the provisions for dogs? Green areas for them to run around with a couple of telegraph poles to suit their needs?
It seems they have forgotten this.
