According to a Council report, the reserve, located in North Sydney's bushlands, suffered due to the large crowds it attracts each year.
'Bushland vegetation at Balls Head has been damaged every NYE due to large numbers of attendees spilling out of the formal vantage points and into sensitive bushland areas,' the report notes read.
The unmanaged influx of attendees led to a cycle of damage, including a decline in vegetative cover, soil erosion, weed invasion, and a reduction in species diversity.
These issues forced the Council to redirect resources from other ecologically significant areas within the reserve to rehabilitate the damaged bushland.
Attendance at Balls Head Reserve from 2019 to 2022 was limited due to COVID-19 restrictions and severe bushfire conditions.
During this period, the bushland vegetation experienced a substantial recovery.
However, the return of larger crowds last year has once again put the reserve at risk.
The Council could go for one of the two options: to close the reserve to NYE crowds fully or to allow supervised and regulated access at a reduced capacity.
The latter option involves fencing and security guards that cost $16,800 to protect the reserve's sensitive areas.
The potential closure of Balls Head Reserve raised concerns about a 'negative community reaction'.
The spot has been a traditional gathering place for families and friends to ring in the new year.
Councillors are expected to vote on the future of the reserve at a meeting happening next week.
