Paper bags at Coles and Woolworths​

Has anyone noticed, Woolworths have made their paper bags smaller. Is this a ploy to make you buy more bags?
At 25 cents a bag all your savings are going on the price of the bags. There is at least a inch and a half difference.

Just measured mine from the last couple of months nothing’s changed with them.
