Knowledgeable opinion request

I would like an opinion on this.....
I have a friend who as a Catholic lay person, has Baptised two of his grandchildren with the consent of one parent from each. He now believes they are Baptised. I assumed this could only be done in extreme emergencies such as being seriously ill or dying. He says the Catechism says it can be done. Is this correct? Do any members know the take on this?? Much appreciate your thoughts.
