Insurance Companies charging more if you have demerit points

Has anyone ever come across this. I was told by my Insurance compnay that because I had demerit points I had to pay over $200 more than the first quote. I had forgotten that I had paid for a fine (that shouldn't have been a fine in the first place) but I was too sick to argue with them at the time (2021). When I found out about the increase I wrote to the Revenue Dpt, and explained that the Highway had been moved but the cameras had not been moved, and there was not another car in sight, so thery reimbursed my money and deducted the demerit points. I phoned the Insurace Company and they told me that I needed to get a print out form the Rev Dept, proving that I had no demerit points, which I did. When I sent it in to the Insurance Co I was then told that demerit points don't make any difference to the cost of the Comprehensive Insurance. I asked them to go back and check their recordings, and listen to what I was told, which they apparently haven't done. If it is the case that one doesn't get charged more for having demerit points, why then do the Insurace Companies require it when you ask for a quote. I would lke to hear other people's experiences before I go back to the Insurance Company. Am I being ripped off?
