Well, i guess whoever reno'd the place before him couldn't get hold of the traditional insulation so came up with a way to insulate and get rid of some of the salon waste at the same time.

It's certainly not witchcraft - that's earth based elemental white (good) magic (Black magic is the dark evil bad stuff and nothing to do with white witchery).

Just someone using the best thing they had to horse hair insulation is my guess.
