Because Queensland law does not allow it. Simple as that. If you want to know the reason why, then go ask the Premier - there is a valid reason and we have to abide by the law.

I could ask a similar question - why do all states in Australia have different road rules, and different laws for other things when we are one nation. I wonder why, but if I’m in another state I cannot, do not and will not challenge their laws. We have to abide by them.
