3 will fill first.

The outlet from 3 to 4 is blocked at the wall of 3, and the outlet from 3 to 5 is blocked just above 5, so 4 and 5 will remain empty while 3 can fill. The outlet from 2 to 6 is blocked at the wall of 2 and although the outlet from 2 to 7 remains open, there is a hole in the bottom of 7 and so it would probably drain as fast as it fills, although that doesn’t matter in this case because the outlet from 1 to 3 is lower than the outlet from 1 to 2 so the flow will start into 3 first, and since it is the only one which will receive water without having an outlet it will be the one to fill first.

To put it differently, 4,5 &6 don’t have workable inlets, and 1,2 &7 have outlets, so it still has to be 3.
