Charge him with the highest degree, what happens if someone had a medical emergency or a panic attack because of his actions. He might get off and claim mentail health issuse, he should do his time and then deported if he is not born here.

I worked 3 jobs to get where I'm now and now the Govt want me to work till I'm 67yrs, get the dole bludgers off there ass espectialy these long term ones. I live in reginal NSW, why dosn't Centerlink hire a bus for the long term bludgers and take them fruit picking etc.
