Appalling behaviour by neighbour, but the car was parked illegally. Inadequate excuse to not return to the car and move it.

Belonging to / calling the 24/7 RACV could have prevented disruption to bin services and neighbourhood traffic.

This looks to be quite a narrow street. If cars parked directly opposite driveway entrance, the red car could make it difficult (for some people) to turn out of driveway, despite it's apparent width. A more informative photo would help. But yes, I would have thought that the red car had 'just'...

Unfortunately, possibly sign of early dementia. When looking out driver's side window, may have thought the line of the arrow meant their car was in spot :/
