My lord plse seek the advice of the local MP or the Ombudsman in your Area - after reading what you have written - i am wondering why their are so many issues in being granted a DSP payment as both people have legitimate health related issues...
Have you looked at carers payment, not pension, but payment - not sure if this applys - does not hurt to make an enquiry - if you can work p.time, but cannot due to constant care of your spouse.
