Always has been "take away" means take away eat some where else.. dine in means you get a seat and table to sit at.. some people are so dumb or think they a privileged.. its not an unexpected fee to sit at the table.. dine in, you pay for plates knives forks etc to be washed...

The reason it is done in the US is that the hourly wage is very low, much lower than here in Australia and tipping is the norm so that the workers get a fair pay at the end of the week. Can you imagine the furore if here in Aussie the hourly rate was around $7.25, so tipping is expected.
