That is not true at all. Numerous vehicles can be on the roundabout at the same time. You must Give Way to vehicles on the roundabout, that means to allow them to go if there's a chance of a collision, it DOES NOT mean only one car at a time, lol.

And sometimes it doesn't work because lanes go go in ANY direction depending on the design.

They are taught NOT to indicate left out of roundabouts because on test they are not marked down for no indicator. That's if it's a single lane roundabout, dual lane roundabouts they must indicate. Yes it applies to all roundabouts, but that's how the road authorities see it.

The police cannot make up rules, they are not breaking any law if they are overtaking, regardless of how slow they are.
