So that the air fryer can still operate as designed and you then throw away the dirty liner and wipe away any oil, fat, etc that may have got through the holes.

As soon as a liner (paper or silicone) is used it no longer is an air fryer because they block off the air. Paper liners with holes or silicone mats with holes should be used instead.
