Sadly, people of this ilk walk among us and they will not change their behaviour because of a road sign, or ordinance. They will only change if it hurts them or their pocket. If you witness someone doing an despicable act like this, then report them. That's one reason we have visible licence plates.

I totally agree! They can't win for losing. No matter what action/inaction they choose, someone will find fault with them. I often think that the critics should have the camera facing towards themselves for deeper evaluation!
