I would say - unless the animals can be produced to be inspected - it is a hoax. Looks very much like an English hedgehog and very commonly found in English gardens.

Maybe, added to all the suggestions listed above, he could also apply for government assistance for his child. As her father is obviously finding it very difficult to meet day to day expenses, like food and clothes, how is he going to afford school fees etc?
