This kind of thing appears so often I'm surprised anyone is fooled. Meta doesn't care because the scammers pay for the ad.

I'm afraid Facebook is riddled with dodgy sites these days and, as you say, if you report them you 'll often get a message that it is not against their rules or policy. So many times my security software has warned me of sites which contain Phishing software or dangerous elements.
