Considering Woorabinda is an Aboriginal settlement, I think that is a very safe assumption. I suspect nothing will be done to fine the participants for animal cruelty; as indigenous inhabitants they will just claim it is their right and part of their culture.

Barry, I suggest you check your facts, the optimum temperature for solar panels is about 25 deg and the loss in efficiency for every degree over the optimum is 0.5%; so even in a heatwave the difference is negligible. Maybe your 12% figure is based on a panel that is at best 17% efficient...
