    Here is their policy according to a cashier. The checkout operator said,“we are always happy to pack your bags so you can prioritise making payment, but it is our policy to scan 16 items before putting them in your bags.” So maybe the shopper in this case reacted early as she had a small shop.

    To my knowledge it has always been the case that the checkout packs your stuff at Woolies or Coles, if they are to cease this practise then there should be signage stating that the customer is now responsible for packing their own items. I personally wouldn't have paid and left.
